New Business Investor Visa Replaces Entrepreneur Work Visa for investors

The New Zealand Government has announced a major update to its business immigration settings, closing the long-standing Entrepreneur Work Visa and introducing the new Business Investor Visa. This change aims to attract experienced investors who can actively contribute to New Zealand’s economy by running and growing businesses.


About the Business Investor Visa


The Business Investor Work Visa will open for applications in November 2025 and provide two clear investment pathways:

  • NZD $1 million investment in an existing business → 3-year work-to-residence pathway

  • NZD $2 million investment in an existing business → 12-month fast-track to residence pathway


Applicants may either purchase a business outright or acquire at least 25% ownership in an existing business, as long as the minimum investment thresholds are met.


This visa will be valid for up to 4 years, and successful applicants can also include their partner and dependent children in their applications. Both pathways ultimately lead to eligibility for the Business Investor Resident Visa.


The cost of the visa is NZD $12,380, which covers the application fee and immigration levy.


Eligibility Requirements


To qualify for the Business Investor Work Visa, applicants must:

  • Meet the minimum investment threshold

  • Have at least NZD $500,000 in settlement funds to support themselves and their family while establishing the business

  • Be 55 years or younger

  • Meet English language requirements (IELTS 5.0 or equivalent)

  • Satisfy health and character requirements

  • Demonstrate relevant business experience

  • Invest in a business that employs at least 5 full-time staff


Restricted Business Types


Certain business types are not acceptable for investment under this visa. These include businesses in:

  • Drop-shipping

  • Gambling

  • Tobacco, nicotine, or vaping products

  • Adult entertainment

  • Convenience stores and discount shops

  • Immigration advisory services (or businesses involving Licensed Immigration Advisers)

  • Fast food outlets

  • Franchises

  • Home-based businesses


Entrepreneur Work Visa Closure


The Entrepreneur Work Visa category is now closed to new applications.

  • If you have already applied, Immigration New Zealand will continue to process your application under the rules that were in place at the time of application.

  • If you withdraw your application, fees already paid will not be refunded.

  • Current Entrepreneur Work Visa holders can still pursue residence through the Entrepreneur Resident Visa and may renew their work visa if more time is needed to meet residence requirements.

The introduction of the Business Investor Visa reflects New Zealand’s commitment to attracting high-value investment and experienced entrepreneurs who can create jobs, grow local businesses, and strengthen international connections.


This new pathway sits alongside the Active Investor Plus Visa (refreshed in April 2025), giving investors more tailored options to bring their skills, experience, and capital into New Zealand.
